In 2014, Imagos carried out a Governance Risk Assessment in Tajikistan. For this purpose, we assessed public finance management, procurement and corruption risks, based on reviews of other assessments (PEFA, CPAR, etc.) and governance indicators. The review covered both country systems and Asian Development Bank and other donor project systems for the transport and energy sectors. Imagos drew up Risk Assessment and Risk Management Plan for the Country Partnership Strategy 2015-2019 (approx. $1 billion) and coach decision makers in adopting specific recommendations.

The assessment resulted in improved awareness of the quality of governance and risks emanating from weaknesses in the governance system and the potential impact on lending operations. Imagos identified intervention points for strengthening country systems, thereby making the overall risks of using country systems more manageable. The review led to a clear understanding of and commitment to actions required for mitigating high risk.
