In 2016 and 2017, Imagos conducted an assessment of strengths and weaknesses of the legal and regulatory framework, institutional framework, management capacity, procurement operations, market practices, e-procurement performance, and integrity and transparency, of country and sector procurement systems. Sectors covered included agriculture and natural resources, transport, energy, education, and water and other urban infrastructure and services, at central and provincial levels, in Heilongjiang, Xinjiang, Shandong and Yunnan. Based on the findings and extensive consultations, the assessment identified and evaluated procurement risks and proposed risk mitigation and management strategies. Coach decision makers in adopting specific recommendations.

The evaluation of risk arising from the country procurement system, and risk response, were jointly endorsed by ADB and the People’s Republic of China (PRC).  The assessment led to an improved awareness of risks emanating from public procurement systems among stakeholders and a clear understanding of appropriate mitigation actions. Expected results involve greater delegation of procurement responsibility, shorter procurement cycles and administrative burden, better prepared procurement plans, and enhanced readiness of executing agencies.
