In 2017, Imagos carried out a procurement risk assessment to assess strengths and weaknesses of the legal and regulatory framework, institutional framework, management capacity, procurement operations, market practices, e-procurement performance, and integrity and transparency, of country and sector procurement systems. Sectors covered include transport and ICT, water supply and other municipal infrastructure and services, agriculture and natural resources, health, and education. The assessment identified and evaluated procurement risks and proposed risk mitigation and management strategies and coached decision makers in adopting specific recommendations.
The assessment resulted in improved awareness of risks emanating from public procurement systems in government and a clearer understanding of mitigation actions to be taken. Other expected results involve greater delegation of procurement responsibility, shorter procurement cycles and administrative burdens, better prepared procurement plans, and enhanced readiness of executing agencies.
