Imagos carried out an assessment of 
public finance management, 
procurement and corruption risks, based 
on reviews of other assessments (PEFA,
CPAR, etc.) and governance indicators in 
both country systems and donor 
project systems for the energy and
 urban development sectors. Imagos also reviewed conditions for policy lending and drew-
up a risk assessment and risk 
management plan for the Country Strategy 2017-2021 (approx. US$ 1
billion).

Results: improved awareness of the quality of governance and risks emanating from weaknesses in the governance system and the potential impact on lending operations. It identified distinct intervention points for strengthening country systems, thereby reducing risks of using country systems. In sum, Imagos assistance contributed to a clear understanding of and commitment to actions required for mitigating high risk.
